مصر تُنهي التعامل الورقي في تقييم التأثير البيئي.. التحول الرقمي يسرّع إجراءات المستثمرين
أعلنت وزارة التنمية المحلية والبيئة بدء تطبيق منظومة رقمية متكاملة لخدمات تقييم التأثير البيئي، في خطوة تستهدف تبسيط الإجراءات أمام المستثمرين والجهات الاقتصادية، ورفع كفاءة الخدمات الحكومية، دعمًا لجهود الدولة في تحسين بيئة الاستثمار والتحول الرقمي.
ويأتي تطبيق المنظومة تنفيذًا للقرار الوزاري رقم (653) لسنة 2026، حيث بدأ التشغيل الرسمي للمنصة الرقمية اعتبارًا من 1 أكتوبر 2026 لاستقبال طلبات دراسات تقويم التأثير البيئي ونماذج التصنيف البيئي إلكترونيًا.
وبموجب القرار، سيتم اعتبارًا من 1 نوفمبر 2026 إيقاف التعامل الورقي بشكل كامل، ولن يُعتد بأي طلبات أو دراسات أو مستندات لم يتم رفعها إلكترونيًا عبر المنظومة.
وتتيح المنصة للمستثمرين والجهات المعنية تقديم الطلبات ومتابعتها إلكترونيًا، بما يسهم في تقليل الإجراءات الورقية، وتحسين كفاءة وسرعة التعامل مع الطلبات، وتعزيز وضوح الإجراءات المرتبطة بالاشتراطات البيئية للمشروعات.

ويعكس التحول الرقمي لخدمات تقييم التأثير البيئي توجه الدولة نحو تطوير بيئة الأعمال، تسهيل الخدمات المقدمة للمستثمرين، ودمج البعد البيئي في منظومة الاستثمار والتنمية المستدامة.
Egypt Ends Paper-Based Environmental Impact Assessment Services as Digital Platform Streamlines Investor Procedures
Egypt is moving toward a fully digital system for Environmental Impact Assessment (EIA) services, in a step aimed at streamlining procedures for investors and businesses, improving government service efficiency, and supporting the country’s digital transformation and investment facilitation efforts.
The system is being implemented under Ministerial Decree No. 653 of 2026, with the official digital platform launched on October 1, 2026, to receive EIA study applications and environmental classification forms electronically.
Under the decree, paper-based submissions will be fully discontinued as of November 1, 2026. Applications, studies, and supporting documents will only be recognized when submitted electronically through the designated digital platform.
The platform enables investors and relevant entities to submit and track applications online, helping reduce paperwork, improve administrative efficiency, and provide a more streamlined process for projects subject to environmental requirements.
